摘    要:高等教育重点建设已发展成为我国高等教育治理中具有历史传承性的重要制度,此项制度的创新发展直接关系到我国高等教育领域资源分配的合理性与公平性。我国高等教育重点建设政策经历了不同时期的转变,在“国家创立”和“运动式治理”的制度逻辑主导下,有效地推动了我国高等教育的发展与繁荣,但存在行政体制隐秘性强化,高等教育发展不平衡,“人为秩序”下办学同质化以及工具理性价值取向等值得进行总体性制度审思的问题。新时期的高等教育重点建设需要在政府主导下合理变革,在教育公平、制度体系建设、第三方评估、大学主体的自我生成等方面实现制度完善。

Abstract:The key construction of higher education has developed into an important system with historical inheritance in China’s higher education governance,and the innovation and development of this system is directly related to the rationality and fairness of resource allocation in higher education.Great changes have taken place in China’s key construction policies in different periods.Under the dominance of the system logic of“national founding”and“campaign-style governance”,the development and prosperity of China’s higher education have been promoted strongly and effectively.However,there are problems worthy of a general system review,such as concealment of the strengthening administrative system,unbalanced development of higher education,homogenization under“artificial order”of university-running and the instrumental rationalism.The key construction of higher education in the new era requires the government to lead rational changes to achieve system perfection based on the education equity,construction of system,third-party assessment and self-generation of university subject.
