| 摘 要： | 制度滞后是造成上饶落后的重要原因，后发优势的利用必须以良好的制度安排为基础。后发地区的上饶只有正视潜在的制度后发优势和现实的制度后发劣势，克服后发劣势，打破发展瓶颈，才能实现上饶经济跨越式发展。对上饶的制度后发优势进行理性分析，对上饶的制度后发劣势进行现实剖析，提出上饶制度后发优势的实现路径，旨在供学术参考和决策辅助。
