种族群体所承载的文化要素被边缘化。种族身份作为民主政治体系内群体要素的文化识别符号．被认为带有反自由民主的一面,因而常常被排除于自由民主制度之外,或被主流社会所敌视。针对该问题展开争论的“中性自由论”与“例外地位自由论”都有各走极端之虞。身份平等,不在政治化过程中制造特权身份,才是真正的民主制度。

The Cultural Burden of Ethnic Edentity and the Limits of the Democratic Institution

Racial group,whose culture being marginalized,takes the minority position in the democratic politics.Racial identity,as cultural symbol for the ingredient of the group in the democratic political system,regularly was viewed to be something holding anti-democracy defined by the main current culture,and therefore,was excluded from or seemed as hostility to the democratic system.The debate from between "Neutral freedom" and "exceptional status freedom" over it went each extreme,however,the identity equality,non-privileged identity in political process would be true democracy.
