党内协商民主的内涵及功能探析

中国共产党承担着中国现代化建设和民主政治建设的领导者、组织者和推动者的历史重任。在中国,协商民主的发展,无论是其组织体系还是程序过程,都必须以中国共产党为核心。为此,应该进一步完善作为执政党的中国共产党的党内民主,形成党内协商民主机制,这对于提高党的建设的科学化水平具有重要的理论和现实意义。党内协商民主是将协商民主的理论、原则和原理运用到党内民主运作过程中形成的一个新概念。我们对中国共产党党内协商民主功能的分析,首先要以马克思主义政党理论作为研究的基本方法和学术立场,明确党内协商民主的根本功能是既要保证中国共产党的领导,又能使中国的民主政治顺应时代潮流。围绕这一根本功能,运用政治学的功能分析法,可以概括出党内协商民主具有以下基本功能,即政治合法化功能、政治参与功能、政治稳定功能和政治示范功能。
