贸易救济措施经济效应的一般分析

为探讨反倾销措施、反补贴措施和保障措施等WTO框架内的三种贸易救济措施的经济效应，使用西方经济学的基本研究方法进行了一般分析，得出的结论为：如果一国实施的反倾销针对的是掠夺性倾销，那么就该国来讲，实施反倾销对本国的社会福利具有长期正面效应；出口补贴受益最大的是进口国消费者；受损失的是出口国消费者和进口国生产者；因保障措施而引起的消费者损失将超过因此得到的生产者的收益和政府税收增益的总和。

Analysis of Economic Effects of Trade Remedial Measures

The economic effectiveness of three kinds of trading remedial measures of anti-dumping, countervailing and safeguard in WTO agreement are analyzed by using the basic method of western economics. The results show that, if the anti-dumping is to the predatory dumping, it has the positive effect to the social welfare in long-term, and the consumers and producers of exporting countries will be affected; the loss of them will be more than the sum of producer earnings and the government revenue gain of the exporting country.
