江汉平原堤防存在的问题与防洪减灾措施

根据多年在湖北省堤防工作中遇到的实际情况，分析了荆江堤防和江汉中下游堤防存在的六大问题－堤防防洪标准偏低、湖泊调蓄能力降低、堤防安全性系数不高、沿堤老化的排水设施（涵闸、泵站）病险多、河道防洪系统存在缺陷、防汛抢险的通道局部不畅；提出了防洪减灾的措施－堤防加固、河道整治、水库调蓄、易发生洪水的低洼区及湖区建设规划、城市防洪以及非工程防洪措施等。

Problems of the embankment and measures against flood disasters in the Jianghan Plain

Based on the many years' experiences of work on the embankments in Hubei province, the paper analyzes six existing problems in the embankment of the Jinjiang river, a part of the Yangtze river in its middle reach, and the middle and lower reaches of the Hanjiang river. These problems are, (1) the standard of embankment against flood is low, (2) adjustment capacity for water storage is decreasing, (3) safety efficiency of the embankment is low, (4) the facilities (culvert with sluice gates, and pump stations) to drain flood do not work well, (5) watercourse system against flood has defects and (6) communication is not smooth partially during the work against flood disaster. And it proposes six measures against flood disaster: consolidation of the embankment, renovation of watercourse, adjustment of water storage by reservoir, planning and construction of depression areas in which floods occur frequently, measures against flood in cities, and non engineering measures against flood.
