| 摘 要： | 对中国第一座海运LNG接收站LNG船航行安全进行了安全评估.采用美国海岸警卫队的《基于风险的决策指南(RBDM)》中的预先风险评估方法(PrRA),使用了事件树方法和风险指数方法.根据ALARP原理,评估出三种情景属于需改进的范围,针对评宿结果提出了五条减少风险水平的建议.

| Abstract: | The paper is a risk evaluation of navigation safety for the LNG carriers which called as the first LNG terminal project in China,based on the international technical studies and site- specific assessment of other place in the world previously.The risk assessment is followed the processes of the Preliminary Risk Assessment(PrRA)described in the United States Coast Guard's Risk Based Decision Making Guidelines(RBDM). Event tree and risk index based on the theory of ALARP are employed in the assessment.In the end,the risk indexes of three scenarios are in the scope of ALARP and 5 suggestions were given for reducing the risk level. |
