高校政府采购流程规范化体系的研究与实现

随着政府采购管理体系更趋完善,监管要求更加到位。文章从基于政府采购的规范化流程体系的构建背景引出,讨论了高校传统设备采购和管理办法的弊端,研究了设备采购流程体系,实现了管理功能信息化、任务与责任的模块化。文章分析了平台的设计方案、内部结构和重要作用。平台试运行结果表明,该平台的部署对提高管理的效率、运作的规范化和加强监督具有重要作用和现实意义。

Study of the Management Process Standardization Based on Government Procurement for University

Nowadays,the government procurement management system is being refined and the regulatory requirements are reaching a high level.This paper analyses and discusses the disadvantages of the traditional manual methods to manage the university assets purchase and funds.Then,the architecture of the assets purchase process is investigated,the decomposition and integration of functionality informatization for fine management are studied and modularization of the responsibilities is considered.Furthermore,the paper presents the systematic design scheme,the internal structure and important function.This system deployment plays an important role in improving management efficiency and enhancing operation standardization and strengthening procurement management supervision.
