创新是引领发展的第一动力。随着我国的经济进入新常态,创新驱动发展成为社会的主流,知识产权激励创新的保障作用逐渐凸显。科学合理、富有活力、更有效率的知识产权体制机制可以为创新提供良好氛围并能激发创新活力。近年来一系列中央文件提出深化知识产权领域改革。本文从解决目前我国知识产权体制机制制约创新活力的问题入手,以深化重点领域和关键环节的改革政策着力点为方向,研究了知识产权体制机制改革激发创新活力的政策。

As the economy has entered a new normal and innovation driven development has become the mainstream of society, the effect of stimulating innovation of intellectual property rights becomes obvious. Scientific and rational, dynamic, more efficient intellectual property system can provide a good atmosphere for innovation to stimulate innovation. In recent years, a series of central document proposed to deepen the reform of the field of intellectual property. The article focus on the solution to the current problems of intellectual property system in our country, and deepen the focus areas and key links in the reform policy, figures out the direction how the intellectual property system reform to stimulate innovation.
