From the value of property and the special protection of heritage resources, the authors put forward government regulation as a means to audit assessment of cultural heritage resources, determine the scenic area management entities, the transfer price transfer deadline, high- lighting the protection of cultural heritage and scenic public welfare and proper disposal of the scenic area management rights to terminate the matter, and ultimately build a complete system of government regulation of cultural heritage class scenic transfer of operating rights.
