十三世达赖喇嘛新政改革失败原因探

十三世达赖喇嘛基于两度逃亡期间对国际政治的风云变幻和外部社会在政治制度、经济建设、科学文化等方面成就的认识,采取一系列措施对西藏传统的政教制度进行了较为全面的革新,并取得了一定的成绩,使西藏社会开始出现一些顺应时代发展的新鲜事物。但是,由于新政推行者本身的局限性和西藏社会的传统惰性等各种内外原因,十三世达赖喇嘛旨在求强图变的新政改革运动,终究没能在西藏社会全面展开而中途夭折。文章试对其中的原由作些初步的分析和探讨。

Explore the Causes for the Failure of the 13th Dalai Lama''''s Political Reform

During the 13th Dalai Lama's years in two exiles,he was acquainted with the international political situation,as well as the political systems,economic development and scientific and cultural achievements of foreign countries.As a consequence,he took a series of measures to reform the Tibetan traditional caesaropapism comprehensively,and he made some achievements.As the result of his reform,Tibet began to stay abreast of the development of the times.However,because of the limitations of the new policies' promoters and the inertia of the traditional Tibetan society and various internal and external factors,the 13th Dalai Lama's reform of seeking strength and change for the nationality had to terminate before it got comprehensive development in the Tibetan society.This essay tries to make some preliminary analysis to explore the causes for the failure.
