| 摘 要： | 我国欠发达地区地方政府绩效评估存在评估理念落后,制度安排缺位,评估主体选择单一,指标设置不合理等问题;导致这些问题存在的原因主要是地方政府的政绩冲动和控制导向,没有树立建设服务型政府的自觉;因此,需要从评估理念、制度安排、主体选择和指标设计等几个方面来改进欠发达地区的绩效评估. |

| Abstract: | In our developing area of our country the performance measurement have some problems such as the falling behind of ideas of Measures, the absence of institutional arrangement , the simplex of subjects choice, the irrational of Index Setting, etc. There are some reasons for the problems such the economic backwardness and the absence of building the service-oriented government. So we should take some measures to improve all of these above. |
