| 摘 要： | 从经济学和生物学角度用数学方法分析了我国近海渔业系统，认为造成近海渔业资源过度开发的主要原因是渔业生产的开放性质、渔业生产对产量的追求以及渔业生产系统内部资本、人力转移的困难；选择正确的休渔方式是恢复近海鱼类种群数量、增加鱼类资源可持续产量的关键；在休渔期内对捕捞能力发展进行限制十分必要．

| Abstract: | On analyzing the offshore fishery system,this paper elucidates that the overexploitation originates in the increasing demand for marine products,the open access fishery and the difficulty of regulation of fishery property.It also indicates that it is particularly important to restrict the fishery productive forces in closed fishing season. |
