印度第四套中长期科技创新政策研究

中长期科技规划是印度政府长期采用的政策工具,建国以来印度共推出了四套中长期科技政策,每一套中长期科技政策涵盖的时间约为10~30年,起到了"顶层设计"的政策地位,发挥着引领和规范印度五年规划的政策功能。2013年初,印度政府推出了第四套科技创新政策(STI)。有鉴于我国科技创新政策研究界对此涉猎较少,本文总结了第四套科技创新政策的出台过程和主要内容,分析了这一套中长期规划如何服务于印度提出的要从服务业大国迈向创新型国家的目标,并集中围绕其如何探索具有本国特色的"印度创新模式"、强化科技创新的管理协调职能、加大科技创新教育和创新人才培养力度、国内外双轮驱动等方面,研究了该规划的设计和制定过程。最后结合我国情况探讨了印度第四套科技创新政策对我国实施创新驱动发展战略的一些启示。

Researches on India's Fourth Long-mid Term Science,Technology and Innovation Policy

Long-Mid Term Science,Technology and Innovation Plan has been a regular policy tool for government of India. Since its setup in 1947,government of India has released four long mid-term science ＆technology plans and the latest one （STI）has been released in 2013 with the mission to transform world service base to be an innovative nation.But Chinese scholars paid few attention to STI.Therefore,this paper studies the contents of STI and analyzes its several measures,inclu-ding strengthening science,technology and innovationstrategic planning,strengthening management and relocation function of STI,exploring “India Innovation Mode”of Indian characteristics,putting up “Inclusive Innovation”national strategy,trying to educate and train more STI talents,building up STI law and regulation system.In conclusion,India＇s fourth long-mid term STI policy and Its Implication to China＇s Innovation-driven development strategy are discussed combined with the present situation of China.
