基于数据包络分析的我国各地区公共卫生支出效率评价

运用数据包络分析(DEA)方法,将我国各地区公共卫生支出系统作为一个决策单元来评测其公共卫生支出的效率。结果显示:我国公共卫生支出的整体效率偏低,其原因有两方面,一是公共卫生支出规模偏小,二是公共卫生支出管理的有效性低;地区间公共卫生支出效率差异显著,东部地区明显高于中西部地区,西部地区最低,这主要是由地区间卫生资源分布的不平衡造成的。

Using Data Envelopment Analysis Approach to Estimate

The paper measures the efficiency of the public health spending in various regions of China, viewing the every expending system of the public health expenditure as a decision-making unit through the method of DEA(Data Envelopment Analysis). The results showed that: the overall efficiency of various regions in China is lower. There are two reasons. First, the scale of the public health expenditure is smaller.Second,the management effectiveness of the public health expenditure is low. The second result is that the expenditure efficiency among regions is significantly. The expenditure efficiency in the eastern region is higher than that of the central and the western regions, and that of the western region is minimum. The significantly mainly because the imbalance between the regional distribution of health resources.
