| 摘 要： | 经济转型时期,我国的煤矿行业取得了迅速发展,但是矿难也随之频繁发生。矿难事故的发生有其错综复杂的原因,文章仅从法理学的角度对矿难事件背后的政府行为进行剖析,以期通过规范政府行为来更好地主导经济发展,实现社会公共利益,切实保障矿工的生命健康权利。

| Abstract: | Domestic coal-mine industry develops rapidly in economic shift period, but mine disasters occur frequently. There are complicated reasons behind the mine disasters. The paper only analyzes the government action in point of nomology and expects to regulate its action and direct economic development, so as to realize social public benefits and ensure the miners＇ life and health rights. |
