| 摘 要： | 基于《中国区域创新能力报告》的研究成果,提出了一种新的区域创新壁垒分类方法,即将创新壁垒分为知识创造壁垒、知识获取(知识流动)壁垒、企业创新壁垒和创新环境壁垒。在此基础上,还尝试提出了“绝对创新壁垒”与“相对创新壁垒”这二个刻画创新壁垒大小的新概念及其计算方法,并研究了基于该创新壁垒分类的政策反应问题。这一研究工作对建立促进我国区域创新系统发展的政策具有重要意义。

| Abstract: | According to the researches of the report of Chinese regional innovation ability,a new typology of regional innovation barriers is proposed,namely four types of innovation barrier:knowledge creation barrier,knowledge acquisition(knowledge flow)barrier,firm innovation barrier and innovation milieu barrier.In view of the typology,this article puts forward two new concepts of absolute innovation barrier and relative innovation barrier to quantify innovation barrier as well as their calculation methods,and studies the policy reaction based on the innovation barrier typology.It is a significant issue for establishing policy to promoting development of regional innovation systems in Ch ina. |
