| 摘 要： | 斯大林时期,苏联苏维埃的地位大幅度下降、苏维埃的功能全面衰微.在这一体制变异过程中,既有险恶历史环境下呼唤强权和稳定的客观社会心理需求,也有俄国"强国家-弱社会"的政治文化传统这一强大的历史惰性力的影响,还有不容忽视的斯大林个人性格因素的参与.

| Abstract: | In USSR, at the Stalin times, the political function of Soviet declined completely. In the course of this variation, the public calling of power and stability in a perilous position, the Russian politically cultural tradition of the mighty political state vs. tender public society, the personal character of Stalin, and etc. , were all driving forces. |
