小康社会背景下的老龄化问题研究

我国尚处于快速老龄化阶段，真正人口红利还存在，面对我国老龄人口基数大、女性高龄化、经济上未富先老、制度上未备先老等特点，存在着社会保障覆盖率低、保障水平低、法制不健全、养老模式发展滞后等缺陷，需要从制度上、法律层面、社会意识方面促进老龄事业发展，实现老有所养、老有所乐、老有所学等目标，使老年人能够安享晚年。

Investigation on Ageing under the Background of A Well-off Society Construction

China is experiencing the rapid aging stage. The real demographic dividend still exists. Due to high aging population base, aging women, being old ahead of getting rich, no official guarantee before aging, there occurs limited coverage of social security, lower level of poverty protection, limited legal system and fall-behind pension system in the society. Therefore, there is of great necessity to develop the old-age care industry by the institutional, legal aspects, and social awareness, and to achieve a sense of security, the old have their joy and learning to let enjoy their life.
