农村土地权利变动:征用

对农民来说,土地是他们最重要的生产资料,也是他们生活资料的主要来源,因土地而产生的“承包经营权”是广大农民其他一切权利的基础。但随着农村土地特别是城市郊区土地被大量征用,越来越多的农民失去了赖以生存的土地,他们的诸多权利也随之被剥夺。本文针对目前农村土地征用中存在的种种问题,指出应从保护耕地、明确征用范围、妥善安置失地农民及保障农民权益等方面来改革现行的土地征用制度。

Change the Rights of Land in the Countryside:Take-over

To a farmer,land is not only the most important means of production but also the main means of substance.The contracted management right is the basis of farmers' other rights.But with the tale-over of country lands,more and more farmers lose their ground and their legal rights.To solve these problems,the author suggests that the actual land tale-over system be reformed.The author points out that the plantation should be protected,and tale-over the bound shoud be definituded,the farmers who lose their lands should be aftercared reasonabely and their legal rights and interests should be ensured.
