| 摘 要： | 简要介绍了外部效应是图书馆的根本属性,陈述了忽视外部效应是目前图书馆举步艰难、陷入窘境的根源,指出只要政府高度重视,全社会大力关心,图书馆自身苦练内功、不断提高服务质量,就能充分发挥图书馆的外部效应。

| Abstract: | This paper introduces that the externality is the basic property of the library,expounds that ignoring the externality is the reason why the library falls into the difficult position,and points out that only when the government pays much attention to this problem,the whole society take care of this problem,and the library itself works consistently to improve its service quality,can the externality of the library be brought into full play. |
