基于Ontology的电子政务流程知识建模与集成管理

摘    要:为解决电子政务中不同政府机构的政务服务之间交换和共享流程知识的难题,提出了基于Ontology(本体)的电子政务流程知识的建模和集成方法.首先针对目前大多数本体建模具有形式化语义但缺乏图示化表示的情况,采用IDEF5语言直观表示电子政务流程本体(eGovPOnt),然后采用具有较强表达力且与多种表示语言和系统兼容的Ontolingua语言定义精确的语法和形式化的语义.在此基础上,通过具体政务案例说明eGovPOnt的应用,并提出基于eGovPOnt的电子政务知识集成管理平台的体系架构.该方法提供了对相关术语和词汇的共同一致的理解,可增强流程知识的语义互操作、重用和共享,从而提高电子政务的服务效率和质量.

Abstract:To solve the problem of process knowledge exchange and sharing across government services provided by different government agents in e-government,an ontology-based approach to modeling and integrating e-government process knowledge was proposed.An e-Government Process Ontology(eGovPOnt) was developed.Its fundamental information is represented by the IDEF5 language graphically based on the reasons that most of ontologies have formal semantics but lack of graphical representation currently.Moreover,its precise syntax and formal semantics are defined in the Ontolingua language characterized by traits such as stronger expressiveness and compatibility with multiple representation languages and systems.Based on those,an actual e-government case was illustrated to show the application of the eGovPOnt and the architecture of an eGovPOnt-based e-government knowledge integration management platform was presented.The proposed approach provides a common understanding of a relevant vocabulary of terms and enhances the semantic interoperability,reuse and share of process knowledge for improving service efficiency and quality of e-government.
