| Abstract: | According to the special function of policy element in regional economic develepment in our country,this thesis gives the concept of policy potential energy and its assembly function,increment function, radiation function and enhancement function and their functional processes of policy potential energy, and then the thesis analyses emphatically the distribution situation of the diverse policy potential energy and its effects during various period in our nation. |
