| 摘 要： | 造成当前成人高等教育质量滑坡的原因，表面上是成人高等教育市场化带来的逐利行为使然，实质上根源在于监管机制的缺失。以自学考试为依托建立国家考试制度是促进成人高等教育提高办学质量的有效途径。
