| 摘 要： | 行政改革通常是一个政府与社会互动的过程。在行政改革中 ,引入与二者互动息息相关的社会资本理论 ,有助于深入地了解行政改革与行政发展的社会内涵 ,建立起社会各部门、各行动主体在公共事务管理中良性的互动机制。

The use of social capital theory in the process of reform will help to understand well the social connotation of administrative reform and development and to establish a fine interactive system of community affair management in various social departments and of each action body. |
