济南泉域岩溶水环境现状与保护对策

泉水断流制约济南经济发展，影响“泉城”美誉。回顾分析20多年来保泉工作，认为目前水资源开发利用主要存在科学研究投入不足、认识不统一、水源地布局不合理、引黄投入与水量产出不匹配、城市规划存在缺陷、水资源管理体制不健全、水资源缺乏有效配置等弊端；提出分质供水、涵养水源、控制城区南扩、地下水系统功能修复、水资源转换与回灌、水资源优化调度等措施和建议。

Present Situation and Protection Strategies for Environmental Problems of Karst Groundwater in Jinan Spring Region

That the springs dry up restricts the development of the economy of Jinan,influences the image of "spring city".Reviewing the work to protect the springs in the last 20 years,we think that the following problems in the development of water resources currently exist:invest shortage in science research,different understanding to hydrogeology condition and groundwater well fields,unreasonable exploitation layout of karst water,mismatches about input and output of diverting the Yellow River water,imperfect on city planning and water resources management system,lack of effective allocation of water resources,etc.Some measures and recommendations are proposed about spring protection,such as supplying water based on the quality of water resources,improving the capacity of water conservation,controlling the urban expanding to south mountain area,repairing function of groundwater system,carrying out water resources conversion and artificial adjusting storage,optimal allocation of water resources,etc.
