国家安全与利益扩张——对苏联签订《苏德互不侵犯条约》的重新思考

国家安全是世界各国政府追求的最基本目标之一。而苏德互不侵犯条约的签订,正是苏联追求国家安全与利益的表现。但是,不论苏联签约的出发点是怎样高度的现实主义,由于苏联没能做到知己知彼,错误判断了德国的侵略意图,又由于苏联的国家安全战略与利益扩张紧密相连,最终促使苏联下定决心与德国签订互不侵犯条约,后来其获取利益范围的行动已大大超出了确保国家安全的范围,最终这一条约并未给苏联带来安全与利益,从长远战略角度考察同样也是得不偿失。

State Security and Profit Expand——Reflection on Treaty of non- Aggression Between Soviet Union and Germany

State security is one of basic aims pursaed by every government in world.Proceed from realism and in order to seek security and profit,Soviet Union decided to sign Treaty of non-Aggression Between Soviet Union and Germany on august 23,1939,but Soviet Union had errors of judgment about Germanic aggression intention.Finally the treaty had not bring security and profit to Soviet Union,and had not worth the candle from long-range also.
