摘    要:在介绍环境价值一般分类的基础上,从环境经济学角度考察环境资源的供给与需求的社会经济关系及其环境资源的自身特点等,提出了环境资源紧缺度的概念并利用环境生态价值的发展阶段系数,构造了环境生态价值的估算方法,解决了其他算法就环境论环境或没有充分考虑其社会经济背景的缺陷,并以北京市水污染造成的水环境生态价值损失为例进行了估算.计算结果表明, 近20年来, 北京市由于水资源紧缺造成的环境生态价值损失累积为85.69亿元.

Abstract:On the basis of environmenta1 va1ue classification and the view of environmenta1 economics, the concept of scarcity degree of environmental resource is put forward with the consideration of the characteristics environmental resource and the social and economic relationship between the supply and requirement of environmental resource. A new method to measure ecological value is also set up by using the developmental coefficient. This makes the method perfect to the others which talks about environment just according to the environment or uncomprehensive background of its social econmmics. It has been used in the case of water environmental function loss of Beijing, and the result is that a cumulated loss of 8. 569 billions yuan has been brought out which is caused by water pollution in the past 20 years.
