| 摘 要： | 2000年扩招后，高等教育进入快速发展阶段．实施高等教育的学校和进入高等学校的学生双向扩容，专科生质量明显下降，而且参差不齐，给教学质量的保证带来了许多新的问题．文章就如何解决这一问题提供了一种新的思路，并通过多年的实践证明，该思路行之有效．
