关于“市管县”体制改革的构想

“市管县”体制是中国的一种主导性的行政管理制度。但随着区域经济和城市化的发展，尤其是市与县经济差距的缩小，加上“市管县”体制缺乏系统配套的城市发展机制和人口政策的平台，该体制下的市县矛盾已经成为当前中国行政区划管理中的最突出矛盾之一，“市管县”体制暴露了许多的弊端。本文以此为基础结合现阶段“市管县”体制所遇到的问题，提出改革“市管县”体制的构想，实行省直管县策略，并对其进行了理论与实践方面的可行性分析。

On the System Reform of "City County"

＂City county＂ system is a leading administrative system in China. However, with the development of regional economy and urbanization, especially the demagnification of the income gap between since the ＂city county＂ system is lack of corresponding city developing mechanism and population city and county, policy, the conflict between city and county has become one of the most prominent conflicts in the management of China＇ s current administrative divisions. ＂City county＂ system disclosed its disadvantages and shortcomings. This paper offers some suggestions to reform the ＂city county＂ system and conducts a feasibility analysis of this reform from theoretical and practical aspects.
