| 摘 要： | 管理干部队伍整体素质决定了高等学校的管理水平，干部队伍的素质、管理水平的高低，对党的教育方针的贯彻和执行，对我区高校办学水平、办学效益的提高、人才培养目标的实现起着至关重要的作用。加强高校干部队伍建设，是促进我区高等教育事业发展，实施科教兴藏战略，为小康社会全面建设提供智力支撑和人才支持的重要保证。

| Abstract: | The quality of cadres, the level of management as well as the implementation of CPC's educational policy play a significant role in the level of running colleges in TAR, improvement of benefit and fulfillment of aim for cultivating persons of ability. It is a important guarantee to promote the development of higher educational cause in TAR, carrying out the strategy of construcgting Tibet by science and education, provide persons of ability for overall construction of comparatively well-off society through strengthenning the cadre's power in colleges. |
