关于节能项目经济评价方法的分析与修正

摘    要:分析了从20世纪80年代初到目前关于节能项目经济效益的几种主要评估方法,认为这些方法并没有考虑新建节能项目所带来的污染物减排效益,不符合社会环保要求不断提高的趋势.因此在对节能效益的国民经济评价中,补充了减排效益的相关变量,并分别用有无包括减排效益的两种方法分别对某铸造企业的节能技改项目进行国民经济评价.通过对比,发现新的计算方法通过提高对节能项目的经济效益评价,增强了政府支持节能项目的合理性.

Abstract:This paper analyzes several main appraisals methods about energy conservation projects economic efficiency from the beginning of 1980s so far.It is thought that these methods have not considered the newly built energy conservation projects bring the benefit of pollutions reduction,and do not conform to the tendency which the social environmental protection request unceasingly enhances. Therefore,in the national economy appraisal to energy conservation benefit,the related variables of the benefit of pollutions reduction are supplemented,and separately using two methods(one of the methods includes the benefit of pollutions reduction,the another one does not include),it has carried on the appraisal to the national economy appraisal to some casting enterprise's energy conservation technological transformation projects.Through contrast,it is found that using the new methods the economic efficiency appraisal of energy conservation project is enhanced,and the new methods are advantageous to enhances the rationality of which the government supports energy conservation projects.
