经济转型升级与地方治理模式的创新——以浙江省长兴县为例

我国地方治理模式的创新不能照抄西方的治理理论和协商民主理论，需结合我国实情，认真分析地方经济转型升级和地方治理的内在逻辑和机制。文章以位于全国百强县的浙江省长兴县为典型案例，分析其发展中的困境，概括其成功的经验做法，并对长兴经济转型升级与地方治理模式创新所取得的成效进行了反思。

On the Economic Restructuring and Upgrading, and the Innovation of Mode of Government by Law --Taking Changxing County of Zhejiang Province as an example

The innovation of local government mode of government by law cannot dtrectiy copy me Western government theory and consultation democratic theory. It must combine the actual situation in China, conscientiously analyze the inner logic and mechanism of the reconstructing and upgrading, and the local mode of government by law. This paper selects Changxing County of Zhejiang Province, one of the China 100 top counties, as a typical case, analyzes the difficulties in the development of Changxing County, and summarizes the successful experiences and practices. Finally, it reflects the achievements on the Changxing economic transformation and upgrading and the innovation mode of local government by law.
