论我国煤炭矿区的环境保护及其政府作为

我国煤炭矿区的环境问题较为突出,主要表现为对土地、地下水及大气环境的破坏。基于煤炭矿区和行业中非理性开采的动机强烈、矿区居民哑语状态普遍存在、信息不对称问题突出以及非污染生态影响极大等特殊性,政府相对于市场机制、环境NGO而言,在环境保护上应处于主导地位。一方面,保护环境是政府应尽的义务;另一方面,政府在公共权力、降低信息不对称性以及技术、资金等方面拥有绝对优势。因此,政府需要在行政、法律、经济、技术及环境管理方面加强环保的作为。

Research on Environmental Protection in China's Coal Mining Areas and the Governmental Actions

The environmental problem of coal mining areas in China is very prominent, the main expression of which is the damage for land, groundwater and atmospheric environment. Based on the particularities of coal mining areas and industries such as the strong motivation of irrational mining, the prevalence of silent status of mining areas’ residents, the outstanding information asymmetry, and the great non-pollution ecological influences, etc., the government should be in the leading position on the environmental protection relative to the market mechanism and environmental NGO. On one hand, protecting the environment is the obligation of the government; on the other hand,the government has absolute advantage in the public power,the reduction of information asymmetry,and the technology and capital. Thus, the government should strengthen the actions of environmental protection in the administration, legislation, economy, technology and environmental managements.
