| Abstract: | The public libraries in China will be free to the public completely one after another. This policy has produced great impact on the library. This paper analyzes the importance for the public libraries to construct the cultural leisure function under the free policy, and probes into library’s institutional improvement and environmental arrangement under the cultural leisure function. |
