| 摘 要： | 日本在战后经济发展过程中,在“经济增长第一”、“生产第一”的理念下,一味地追求经济高速增长,使其一度成为世界上环境污染最严重的国家。此后,由于日本政府在环保意识不断转变和增强的情况下,积极采取一系列政策措施对环境进行了有效的治理与保护,使日本在环境保护方面成为发达资本主义国家中较成功的国家。日本在环境保护方面所取得的成效是与政府充分发挥主导作用密切相关的。 |

| Abstract: | During post-war economic development of Japan ," it put growth first and production first," and has been seeking economic growth rapidly which made it become the most polluted country in the world. After that Japan government's environmental protection consciousness has transferred and strengthened continually, at the same time it took politics and measures actively to improve and protect environmental effectively which made Japan be sub-successful country of developed capitalist country in environmental protection .Making progress in environmental protection of Japan has something to do with government leading function. |
