日本电子政务发展进程评述

建设电子政务是信息时代对政府提高行政能力的要求.电子政务使政府行政方式发生了变革,从而使产生于工业时代的现行行政法与信息时代政府行政方式的电子化出现了诸多不相适应的地方,电子政务的推进对行政法提出了急需解决的问题.为了推进我国电子政务建设,有必要借鉴参考国外电子政务的做法,以缩短我国电子政务的建设历程.

In order to improve the ability of administration, The construction of the electronic government administration is the result of the ability improvement which the government should make in the era of electronics. The electronic government administration makes the style and method of government administration change a lot. Thus, the law of administration which emerged in the era of industry doesn't conform to the electronic style of government administration in the era of electronics. In order to give an impetus to the construction of electron government in our country, it's necessary for us to use the experience of foreign electronic government administration for reference to shorten the course of the electronic government administration of our country.
