| 摘 要： | 研究了湖北省旱灾的基本特征，普遍性，季节性，连续性等；认为旱灾是在自然和人为因素的共同作用下形成和发展的，主要包括天气气候因素，地形地貌因素，环境资源因素和社会经济因素，同时提出了有效的防灾减灾措施；提高技术和管理水平，加强水利工程建设，实施抗旱农业体系，进行人工增雨，改善生态环境等。

| Abstract: | This article deals with the basic features of the drought disasters in Hubei: universality,regionality,seasonality,continuity. It holds that the frequency of drought disasters in Hubei owes to the impact of natural factors and human activities,such as factors of weather and climate,landform,environment and water resources,society and economy.In order to take precautions against drought disasters, It also gives out several measures,such as increasing competence of technology and management,accelerating construction of water conservancy facilities,completing an argriculture drought relief system,making artificial rainfall,improving ecological environment,etc. |
