| 摘 要： | 随着构建社会主义和谐社会建设进程的加快，完善新型农村社会养老保险对于建设和谐社会具有重要的意义。我国新型农村社会养老保险标准化建设存在如下问题：农村社会养老保险标准化建设理论研究不足,各地缺乏统一的认识和支持,社会保险的碎片化管理阻碍农村社会养老保险的推行,我国现行的农村社会养老保险统筹层次过低。要加强农村社会养老保险标准化建设的理论研究，制定各级社会保障公共服务部门标准，争取立法支持，加强基层农保机构的建设。
