| 摘 要： | 促进中小企业发展的地方性法规是各地为了实施《中小企业促进法》而制定的法律，应当具有可实施性；它又是各地为了解决本地中小企业发展特有问题的立法，应当具有特色性；地方立法是一项科学活动，它应当符合立法的科学性原则。我国目前的中小企业地方法规与《中小企业促进法》重复现象严重，可实施性不够；相互之间内容多有雷同，特色性不明显；政府干预中小企业发展的方式方法也不科学。为更好地促进中小企业发展，我国促进中小企业发展的地方性法规应当按照可实施性、特色性、科学性的要求加以完善。

| Abstract: | Local regulations for the development of small and medium - sized enterprises should be characteristics with implementation, unique feature and scientific quality. At present, many local regulations have copied the items of ＂Laws for Growing Small and Medium Enterprises＂, so they are hard to implemented and because of the overlap of the contents, they have no distinct features. Besides, the ways the local authority intervenes the enterprises are not scientific. For a better advancement of small and medium - sized enterprises, the legislation should be perfected. |
