社区文化建设中的公众参与

公众参与、依法治国都是为了保证国家各项工作都依法进行,逐步实现社会主义民主的制度化。居民参与社区建设已经是学术界的共识。本文旨在解决城市社区文化建设中公众参与存在的问题。采用查阅文献,调查访谈等方法,整理出一系列实行更加科学的公众参与社区文化建设方式。社区居民参与社区文化建设决策应由社区生活的主体协商,形成由社区主体参与决策并做出选择的高度介入社区协商和管理形式。

Public Participation in Community Culture Construction

Public participation and rule by law both guarantee the management of national affairs according to law and realize the socialist democracy institutionalization gradually.Residents＇ participation in the community construction is commonly recognized by academic circles.The paper tends to solve the problems of the public participation existing in the city community construction,and summarizes a series of more scientific ways by means of literature review and survey interviews.Policy decision of community culture construction should be consulted by the majority of community residents to establish management model with a high involvement of community residents.
