人力系统的分解

本文研究了等级制人力系统的子系统的运动情况。研究结果表明, 当子系统也在系统的政策下运行时, 子系统的运动一般不能按人们所期望的状态发展, 子系统与子系统不能当成彼此独立的人力系统, 它们之间存在交流。只有在适当的交流下, 子系统才能达到人们所期望的动态平衡, 各子系统才有均衡的职业前景, 文章还给出了确定交流量的方法。

Decomposition for Manpower Systems

In this paper,the subsystems of hierarchical manpower sys-tems are discussed.We study the motion of the subsystems,propose and quantify the concepts of the interflow.The studied results demonstrate that the subsystem’s motion can not be towards the desired structures under the policy of the system,and there may be interflow among the subsystems.An example is given in the paper.The results in this paper can apply directly to the public servant prob-lems of China.
