高等学校国防教育的SWOT分析与发展策略研究

应用现代管理学的SWOT方法，对我国普通高校国防教育的优势、劣势、机遇、威胁等外部环境与内部资源进行了较为系统的分析，提出高校国防教育的发展策略：加强高校国防教育师资队伍建设，提升师资队伍的学历层次、科研水平；改革高校国防教育教学内容，使内容安排更加契合课程目标；规范国防教育课程名称，为国防教育的可持续发展谋篇布局；丰富教学手段，增强国防教育对大学生的“可接受度”；从内在建制与外在建制的建设两方面双管齐下，推动国防教育学科的创建；建立高校国防教育专项经费监督与审计制度；设置专项研究课题，为高校国防教育教师提供一定的科研资源支持；完善高校国防教育管理体制与机构编制，健全评估机制。

SWOT analysis and development strategies of national defense education in institutions of higher learning

The paper has analyzed the internal resources and external environments concerning advan- tages, disadvantage, opportunities and threats in our national defense education （NDE） of Chinese colleges with the of SWOT analysis method of modern management. It has proposed the development strategies of NDE as follows, strengthening the construction of NDE teaching staff to improve their level of education and scientific research capability, reforming the teaching contents of NDE to realize the curriculum goal, standardizing the names of NDE curriculums to promote NDE sustainable devel- opment, enriching NDE teaching means to enhance studentsr acceptance of NDE, advancing NDE dis- ciplines construction by use of internal and external system, establishing NDE special funds supervi- sion and audit system, arranging NDE special scientific research projects to provide research resources support, perfecting the management system and the organization of NDE, and establishing NDE eval- uation system in institutions of higher learning.
