| 摘 要： | EPC模式下,项目的大部分风险都由总承包商承担,这对总承包商的技术和管理水平提出了较高的要求.风险管理对于总承包商来说不再是阶段项目,而是整体项目的系统性管理.通过约束理论（TOC）对系统风险进行管理,同时结合集对分析（SPA）进行风险排序,找出项目系统的最大风险,是一种可持续改进动态的风险管理方法,有利于总承包商按期向业主交付满意的产品并获得预期收益.

| Abstract: | In EPC mode, a general contractor accepts the most of the project, which has a higher request to the technology and management level of the general contractor. General contractor risk management is also no longer stage project but the overall project systematic management. Through the theory of constraints （TOC） on the system risk management, in combination with the set pair analysis （SPA） to sort the risk, and then to find out the biggest risk, it is a kind of sustainable better dynamic risk management method, which is benefi- cial for the contractor to consign satisfied products to the owner on schedule and to achieve expected earnings. |
