晚清文官考核制度述论

摘    要:晚清文官考核由吏部主要负责,以清律、会典等为基本依据,以京察、大计以及年终密考为主要形式,并在实践中得到一定的落实,但远未能达到"激浊扬清"、整饬吏治的预期目的.其原因在于封建政治制度的极端腐朽和封建皇权的极度专制,考核制度本身的不完善与不健全,考核形式主义严重,相关制度不配套的冲击等等.

Abstract:In late Qing Dynasty, the check on the civil officials, in the charge of the Ministry of Official Personnel Affairs, was based on all laws and rules, was carried out in the main forms of jingcha, daji and secret check at the end of year, and was practiced well in some degree, but it was not forceful enough to achieve the expected purposes of punishing violation and encouraging devotion and putting the system in order. This failure was due to the extreme degeneration of feudal political system, the absolute autocracy, the imperfection and formalism of the check system itself, and the lack of relevant necessary systems, etc..
