晚清文官考核制度述论

晚清文官考核由吏部主要负责,以清律、会典等为基本依据,以京察、大计以及年终密考为主要形式,并在实践中得到一定的落实,但远未能达到"激浊扬清"、整饬吏治的预期目的.其原因在于封建政治制度的极端腐朽和封建皇权的极度专制,考核制度本身的不完善与不健全,考核形式主义严重,相关制度不配套的冲击等等.
