| 摘 要： | 针对安全评价技术的应用现状，分析了其评价方法在应用上的局限性；在此基础之上，结合职业安全健康管理体系(OHSMS)的体系结构与工矿企业的实际运作方式，运用矿山安全系统工程的方法，针对煤矿安全生产过程中的特点，按生产流程划分评价子系统，提出了新的煤矿安全综合评价指标体系。并结合运输子系统的安全管理和控制特点，提出了具体的评价子指标和评价方法。

| Abstract: | The quality of safety evaluation is determined by the safety evaluation index system. The paper analyses its limitations through present condition of application of safety evaluation technology. On the basis of this, combining the idea of OHSMS and practical operation means of enterprise, applying methods of safety engineering system, sub-system are divided according to the process of production and new evaluation system is established.The paper with the example of transportation sub-system proposes the index system and evaluation method. |
