试析抗战前的中国国民党山西省党部

1928年"二次北伐"完成统一后,中国国民党开始独掌政权,"党政双轨"制由此正式实施.若按这一制度的设计,地方党政之间是一种地位平等、相互合作的平等关系,但在山西地方势力严重、党内派系斗争不断的情况下,中国国民党山西省党部却始则几欲难产,继则难以发展,生存状态极其艰辛,明显呈现出与制度设计完全不同的另一番景象.
