| 摘 要： | 随着我国工业化和城市化的进一步推进,农村的土地被大批征用,失地农民成为被动的城市化群体,逐渐变成缺乏保障、被边缘化的弱势群体。要保障他们的生命健康权能得到公平、平等的实现,必须构建起政府主导的公益性的失地农民医疗保障制度,使此项制度与现行的新型农村合作医疗制度以及城镇医疗保险制度相衔接,从根本上消除制度化的健康不平等。

| Abstract: | As the development of urbanization, more land has gradually been expropriated so that landless farmers become the passive urban residents and marginalized group. To protect their right to life and health to be fulfilled fairly and equally, a public medical welfare system, under the leadership of the government, should be founded for landless farmers in order to it can be working with the present new rural cooperative medical system and urban medical insurance system, and fundamentally eliminating the inequality right to life and health. |
