煤矿安全双重预防管理机制驱动研究

为了研究煤矿安全双重预防管理体系的作用机制,提高煤矿安全风险预控管理水平,首先根据煤矿安全风险管理PDCA循环过程,探讨了煤矿安全风险预控管理水平不断提升的本质原因;其次从危险源和隐患的角度对煤矿事故的致因进行了分析;最后从人的行为、机器设备、生产环境和管理制度等4个维度划分了煤矿事故隐患种类。研究结果表明:未能辨识出的危险源会形成安全隐患,而未能被排查的安全隐患会导致安全事故,因此可通过辨别危险源和排查人—机—环—管等4类隐患进一步提升煤矿企业的风险预控安全管理预控水平。

Analytical Research on Double Prevention and Management Mechanism of Coal-mining Safety

In order to study the functional mechanism of the double prevention and management system of coal-mining safety and improve the pre-control management level of coal-mining safety,this paper first discusses the essential reasons for the continuous improvement of the pre-control management level of coal-mining safety according to PDCA cycle process.Then it analyzes the causes of coal-mining accidents from the perspective of risk sources and hidden dangers.Finally,it divides the causes of coal-mining accidents into four dimensions which are human behavior,machinery and equipment,production environment and management system.The research results show that the unidentified hazard source will form a potential safety hazard,while the uninvestigated hazard will lead to safety accidents.Therefore,the risk pre-control and safety management pre-control level of coal mining enterprises can be further improved by identifying the hazard and investigating four types of potential hazards.
