| 摘 要： | 随着全球化和后工业社会的到来,服务型政府将取代管理型政府模式成为社会治理的主要模式,与此相适应,政府绩效评估需要实现从管理型绩效评估模式向服务型政府绩效评估模式的转变。在服务型政府模式下,县级政府绩效评估在价值取向上要体现服务价值,评估主体要实现从单中心主体向多中心主体转变,制度设计要体现服务精神和道德取向,指标设计要注重公平和公正导向,要更多指向公共服务的评估,评估结果的使用要公开透明等。

| Abstract: | With the coming of Post-industrialization and Globalization,Service-Oriented Government will replace management-Oriented government.Government performance measurement will develop from management to service.Under the mode of service-oriented government,performance measurement of county government should be changed in the sides as follows： values,subjects,institutions,indexes and the uses outcomes of performance measurement. |
